Firstly, it's possible that the candle was designed not to smell strong. The fragrance might be delicate by design. Candles that don't smell intensely also have an advantage - you're able to keep them burning longer without feeling overwhelmed by the scent.
Secondly, there might be a mismatch between the size of your candle and the size of your room. Generally speaking, smaller candles work best in smaller rooms, while bigger candles are better suited for bigger rooms.
Thirdly, you may have cut the wick too short and the flame might be "drowning" in a pool of wax. To fix this, dispose of the excess wax and ensure your wick is about 5mm long.
Here's how to predict if your candle will smell strong and fill up the room once you light it: if the scent is intense while the candle is unlit, in most cases, it will also be intense once you light your candle.
